This blog that you accessed is directed primarily to people in the United States of America, and we seek to involve Americans in UNESCO's work. So I really can not answer your question.

But UNESCO has a large and quite active office in New Delhi that serves a cluster of Asian countries, and you might contact that office directly. That office announces vacancies on its website, and are currently seeking a coordinator for the World Heritage program.

There is also an Indian National Commission for Cooperation with UNESCO. They should be helpful more generally in helping you find a position with UNESCO if that is possible.

Good luck!
