I am not sure. The Young Professional program will not accept applications this year. You could try for an internship in a country or regional office, a contract for a time limited assignment, a fellowship (in the United States there are a few such as the Fullbright Fellowships that allow work in UNESCO, or a job in one of the UNESCO Centers. A number of countries provide funds to the Associated Experts program for jobs for their citizens. You could try also for a job with a UNESCO associated organization such as a National Commission for UNESCO, a UNESCO Chair, an association of UNESCO clubs, a UNESCO associated NGO or private firm, or a World Heritage site.

There are only a couple of thousand international civil service positions in all of UNESCO, most in Paris, and most of those go to people with experience as well as educational qualifications.

Good luck!
